Power off

For some reason when I power it off, it starts back up by itself.

You didn't say what model of Mac it is.

If I recall correctly, some old Macs had a feature that, if you pushed & turned the power button, the computer would stay on all the time.
Sometimes useful for things like servers, so that after a power failure it could turn itself back on without human intervention.

On later machines, that sort of thing is handled by an option in a control panel (Energy Saver, I think).
