Powerbook battery only charges to 96%

I have tried recalibrating the battery but this has not fixed the problem.

I seem to recall this is the new, intended behaviour to prevent overcharging of the battery.

Somewhere on the apple site knowledge base it references this behaviour.

I THINK the test is to charge to 96% or whatever, then run it all the way down and then charge it up. It should under THOSE circumstances charge the full way (from what I can remember).
