iBook Missing Sleep Software?

When I try to put my Dual USB iBook to sleep, I get the message that it can't because some software is missing

I can't do that because I don't have that disk, and I've upgraded to OS 9.2.2 in any case. Anyone know what could be missing?
(It's not the Energy Saver CP, that's installed and functional.)
