PB battery icon not flashing

I know for a fact that the PB is receving the charge because, in fact, it dies if I unplug it.

In my PB 3400 the battery icon next to the application menu is not showing the animated display normally shown when the PB is plugged in and charging the battery. Does this sound like a malfunctioing battery?
