POWER MAC G4 WONT SHUT DOWN OR START UP...

My Power Mac G4 once it is on it wont shut down. When you click shutdown, it shutsdown and reboots straight away.

I am going mad, anyone out there knows why this is happening?? It would make y life a lot easier.
