If you do not have Stuffit Expander, you will be in a Catch 22 as the download of SE itself will be in compressed format.. You will need to find it on a freebie disc - it is on almost every Mac "free software" disk. If you have a freebie AOL disk, you can use it to unstuff files, including SE itself, without signing up for AOL.

I was downloading the utils onto a floppy on the pc. The mac consideres everything on a pc floppy to be a pc file and wont touch it. Even if I knew how to reset the file flags I wouldn't know what to do with them....

The Mac system will see it as a PC files if it is a PC file. There are lots of reasons the Mac system may not be able to handle your downloaded files.
What do you mean "won't touch it"? What happens when you put the floppy in the Mac? Do you have StuffitExpander (free) on the Mac? This is essential.
The Mac cannot do anything with an encoded/compressed file unless you put StuffitExpander on the Mac.
If you download a Mac file on a PC, you must make sure that the files are not touched by any PC decoding/decompression utilitites. After you download the files, move them to the Mac. Then decompress/decode them on the Mac using SE.
Even if I knew how to reset the file flags I wouldn't know what to do with them....
There is more to it than resetting the flags.
