I've got a 1GHz G4 17" Powerbook running 10.3.7 (I don't think I upgraded to 10.3.8, but maybe my wife did ) that all suddenly went to sleep while I was downloading a large file (it wasn't anywhere near done). It shouldn't have gone to sleep because I was actively using it... but it's definately sleeping, the white LED is pulsing. I've never seen this happen before.
I've tried to force a reboot by holding down the power button, but it doesn't respond. Is there another way to force it to wake and/or reboot without having to wait for the battery to run down (which could take a few days with it sleeping like this).

For me that sounds like you have no more energy and the battery is empty. Check your power cord / adapter first. If you are sure that there is power, you can try to reset the book using the power button (keep pressed 5 sec). If there is still no reaction try to reset the PMU It is located under the keyboard near the power button, but read first:

It sounds to me like it wasn't getting power, or thought it wasn't (e.g. because of a bad connection), and put itself to sleep as an emergency measure. I would advise resetting the power manager:
