My battery-life isn't much different from 10.2.8 to 10.3. I got a bit over two hours each way. However, today Apple released a battery-updater utility which may improve this.

After upgrading my 1.25GHz Albook to 10.3.2 and the new battery software, I now get a solid 4.5 hours with every possible energy savings enabled (processor, HD, sound, Bluetooth and Airport disabled, screen on mimimum brightness). It's not exactly a realistic use of the Powerbook, but it does, for once, agree with Apple's claims on battery life. Ciao,
